Indian apparel and consumer-goods exporters are watching two compliance clocks run down at once. In the United States, major retailers have extended item-level RFID mandates across most general-merchandise categories, and untagged shipments now attract chargebacks. In the European Union, the Digital Product Passport (DPP) reached its first hard milestone in July 2026: the European Commission’s central DPP registry was scheduled to come online on 19 July, with textiles named as the priority sector.
Both programmes land in the same place: goods must be tagged at source, on the production line in India, not retrofitted in a warehouse abroad. Here is what each mandate requires, why RAIN RFID sits at the centre of the digital product passport for textiles as well as the US mandates, and how an export factory sets up compliant source-tagging.

US retail mandates decoded
The supplier-compliance guides cited above agree on four requirements:
- Item-level tagging. Every sellable unit in a mandated category carries a UHF label conforming to EPC Gen2 (ISO 18000-63) — the RAIN RFID standard.
- ARC-certified inlays. Inlays must be certified by Auburn University’s RFID Lab under the ARC programme, to the spec grade the retailer names for that category.
- Serialised GS1 encoding. The EPC is typically an SGTIN-96 built from the brand’s GS1 company prefix; duplicates and mis-encodes are typically treated as failures.
- Chargebacks. Untagged or mis-tagged shipments attract per-shipment chargebacks.
For an Indian exporter the mandate arrives through the buyer: the brand or importer passes its routing guide down to the factory, and tagging at source is usually the only economical way to comply.
EU DPP: the registry milestone has arrived — what the textile timeline requires
The Commission’s central registry — the database every passport must resolve to — was scheduled to be operational from 19 July 2026, per the European Commission and the RAIN Alliance. Timelines published by DPP specialists such as Cycle Intelligence and Fairlymade indicate a basic textile passport around 2027 and fuller obligations phasing in through 2028–29; treat exact dates as reported until the delegated acts are final. The shape of the requirement is already fixed:
- Each product carries a machine-readable data carrier on the item itself.
- The carrier must survive the product’s life — for garments, washing and wear.
- Identifiers follow GS1 standards and resolve through the EU registry.
- The passport holds sustainability data: fibre composition, recyclability and supply-chain details as defined per category.
Exporters are likely to feel this first as buyer questionnaires asking how item-level passport data will be carried.
RAIN RFID vs QR vs NFC
The RAIN Alliance reports that RAIN RFID is one of five approved DPP data carriers, alongside QR codes and NFC. QR is the cheapest and any phone reads it — one item at a time, with line of sight. NFC gives consumers a tap experience, again per item. RAIN RFID can read hundreds of items a minute without line of sight, which is why it is also the carrier that satisfies US retail mandates. Some brands are expected to run dual carriers — QR for consumers, RAIN RFID for the supply chain. The ecosystem can absorb the volume: the RAIN Alliance reported 52.8 billion tag chips shipped in 2024, its four leading chipmakers reported 42.7 billion for 2025, and RFID Journal projects over 115 billion annually by 2028–29.
What source-tagging means on your production line
Source-tagging moves the tagging step into your factory. An export line needs:
- A GS1 company prefix (usually the brand’s) and a serialisation scheme that keeps every EPC unique across lines and shifts.
- Encode and print at the line — RFID-enabled label printers encode the chip and print the human-readable face in one pass.
- The right format — hang tag, adhesive label or sewn-in care label, per the buyer’s routing guide.
- 100% verification — a read station confirms every tag before cartoning; a small percentage of inlays typically fail and must be replaced on the spot.
- Data discipline — encoded EPCs flow to your ERP so shipment ASNs match what is in the carton.
Choosing compliant tags and inlays
The retailer’s ARC spec grade depends on category and placement — folded knitwear behaves differently from denim or footwear — and the inlay inside your label must be certified to that grade. For DPP use, durability matters: a hang tag cut off at home cannot carry a passport for the product’s life, so wash-durable, sewn-in constructions are the direction of travel for garments. The exporter’s cost math

- US compliance guides report per-shipment chargebacks for untagged or mis-tagged shipments — a cost that repeats on every non-compliant PO.
- Repeat failures show up on supplier scorecards, which can weigh on future orders.
- Once DPP milestones bind, an EU-bound garment without a compliant carrier risks losing EU market access altogether.
