If you are buying RFID hardware for a facility in India, two acronyms decide whether your deployment is legal and serviceable: WPC and BIS. Plenty of imported readers and tags look identical to compliant ones on a spec sheet, yet operate on frequencies that are simply not permitted here. This guide explains what each approval covers, why the 865–867 MHz band is the line that matters, and the documents to ask for before any money changes hands.
Why the frequency band is the whole game
Passive UHF RFID works somewhere between 860 and 960 MHz depending on the country. That range is split by regulators, and the slice each country opens up is not the same. The United States permits 902–928 MHz. Europe centres on 865–868 MHz. India, through the Wireless Planning and Coordination (WPC) Wing of the Department of Telecommunications, has allocated 865–867 MHz for licence-exempt UHF RFID use.
The practical consequence is sharp. A reader configured for the American 902–928 MHz plan, operated in India, is transmitting outside the sanctioned band. It may interfere with other licensed services, it can underperform against tags tuned for the Indian window, and it exposes the buyer to a non-compliant installation. Tags are more forgiving — most modern UHF inlays read across the global band — but readers are where region settings bite. Before you buy, confirm the unit can be set to the 865–867 MHz region and that it ships configured that way. What WPC approval actually means
WPC governs radio-frequency spectrum in India. For UHF RFID, the 865–867 MHz band is delicensed for low-power operation, which means an individual end user does not need a separate frequency licence to run compliant equipment. What you do need is hardware that has been type-approved or self-certified as conforming to the WPC notification for that band and power level.
When a vendor says a reader is “WPC approved,” ask what that claim rests on:
- Is the equipment registered or approved under the relevant WPC delicensing framework?
- Is the operating band locked to or configurable for 865–867 MHz, and at what radiated power?
- Can they show the supporting documentation rather than just asserting it?
A credible supplier will not be flustered by these questions. An importer rebadging grey-market American stock usually will be.
Where BIS fits in
The Bureau of Indian Standards (BIS) is a separate matter from spectrum. BIS certification concerns product safety and conformity to Indian standards — and for many categories of electronics, BIS registration under the Compulsory Registration Scheme is a legal requirement to sell in India. Power adapters, certain electronic assemblies and IT hardware frequently fall under BIS coverage.
For an RFID purchase, BIS matters in two ways. First, components such as power supplies should carry valid BIS registration where the scheme applies. Second, dealing with a supplier that holds applicable BIS certification is a signal of a business operating inside the formal compliance system rather than around it. The buyer’s pre-purchase checklist
Run through this before you commit to any RFID hardware order in India:
- Confirm the band. The reader must support 865–867 MHz and ship set to it. Treat a unit fixed to 902–928 MHz as a red flag.
- Ask for WPC documentation. Get evidence of approval or conformity for the band and power level, not a verbal assurance.
- Check BIS coverage on components. Power adapters and applicable electronics should carry valid BIS registration where required.
- Verify in-country support. Compliant hardware is worthless if spares ship from overseas. Prefer a supplier holding stock in India with GST invoicing.
